Powder magazine No. 13 is located near Cape Ekipazhny on Russian Island, has 5 tunnels and is the most capacious tunnel cellar in the Vladivostok fortress. It served as the Central Cellar for Russian Island.

The structure of Powder Magazine No. 13 was very original. Four tunnels 100–150 meters long with vaults up to 10–15 meters high were cut into the thickness of the mountain. Towards the end of the tunnel, a vertical ventilation shaft was broken through, covered with a metal mushroom-shaped roof. The vaults are lined with concrete. Inside each tunnel, a concrete building with a gable roof was erected in such a way that there was a gap between its covering, walls and vault. Each portal is equipped with an elbow draft and is also equipped with a vertical ventilation shaft, above which a fishtail-type air-weather vane was built. Its ventilation bell, mounted on a rotating circular chase, always turned its neck against the wind due to the presence of a “tail”. Thanks to this, the space between the walls of the inner building and the vault was ventilated by a natural flow of air and the inside of the barracks was completely dry. The air gap also protected the ammunition from detonation in the event of an explosion in a nearby tunnel.
